Can one do phd in statistics from ignou after completing pg diploma in statistics frm ignou?

Following is the eligibility criteria to be eligible for PhD in statistics offered by IGNOU this year:
- M. Phil. in Statistics or qualified UGCCSIR NET/SLET in Statistics with Post Graduation in Statistics/Applied Statistics.
- or Post Graduation in Statistics/Applied Statistics with minimum 55% from any recognized university.
It nowhere mentions that an equivalent degree will be considered. Also, since PG Diploma in Statistics offered by IGNOU is for a year while masters are usually for two years so they can't be considered equivalent, unlike PGDM. Still, I would ask you to check with IGNOU since IGNOU does not offer any masters course in the subject.
