Hello Aspirant,
One can only change the branch if his/her college offers this opportunity and since you have not mentioned the name of college so it is quite difficult to guide you with an accurate information and there is provision of changing branch and different colleges have different criteria for changing of branch after very first year of your program, so for this you have to ask to your college authorities that what are the criterias to change the branch from Mechanical to Civil.
If you want much better information then please help us out with the name of college in which you are studying and want to change your branch.
