Yes , you can change your branch after diploma engineering if you want to take admission in b.tech  or higher studies. As you mentioned you have done your diploma in civil engineering and you want to change your branch to computer science so you can easily change it by selecting the preferred.

As you are a civil engineering diploma holder, you have to continue your B-tech in Civil Branch only as you will be joining b-tech from the second year through lateral entry. So, you have to continue b-tech in the civil branch and cannot change to another branch.
