After completing your engineering or in final year of your engineering you can appear for UPSC CIVIL Services Examination. It is recommended to start preparing for UPSC during your college days.

I would like to add something to the previous answer. After you have your degree in software engineering, you can go for UPSC examination preparation. When you qualify UPSC examination with a top ranking ( under 100), then you can get selected for IAS. Also, you can start preparing for UPSC examination from your first year of engineering itself, by studying little bit of books for UPSC preparation like NCERTS of class 6 to class 12 of geography, civics and history. This will help you to better prepare for IAS.
