I am unemployed since b tech completion 2015(EIE). Now I want give gate 2019. Is it a correct decision?

Well it is said, no time is wrong to study. Yes you have a huge gap between these 2, but it won't be an issue as you have done some courses.
Well the gap may bother you during placements, but won't become an issue.
So don't worry, you have taken a good decision.

A gap of this span, is considered huge for MS in US or UK as you want to.
I won't suggest you to go for it as it would be a definite waste of time according to me. Instead opt to study in India itself, it would be easy and beneficial.
If, u had a work experience in that gap than doing MS would have been easy, else the gap will create problem.
