YOU HAVE AN OPTION TO PLACE AN UNDERTAKING LETTER WHICH IS AVAILABLE IN THE FAQS PDF PROVIDED BY NTA IN THE PLACE CATEGORY CERTIFICATE DOCUMENT .
AND YOU WILL HAVE REPLACE THE SAME WITH THE CATEGORY CERTIFICATE BEFORE MAY 2021 WHICH GIVES YOU ENOUGH TIME TO GET YOUR OBC-NCL CERTIFICATE.

See if you don't have your OBC certificate right now but belongs to OBC category so you can enroll yourselves under General category for first attempt of JEE-Main 2021 which will be conducted from February 23rd to February 26th 2021 in two shifts per day and later on for another attempt when the portal will be opened again then you can upload the category certificate for OBC and enroll yourselves under OBC NCL category or you can apply under General category as well for complete JEE-Main 2021.
On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.
Some insights of JEE-Main 2021 :-
- To qualify for JEE Mains, there is no minimum aggregate percentage criteria but yes if you want to take admission into NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% in your class 12th if you belongs to General/Unreserved category and 65% if you belongs to any of the reserved category.
- Also from this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
- In JEE-Main 2021 there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs) and Section-B will contain Questions whose answers are to be filled in as a numerical value.
- In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
- All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.

Yes, you can apply for jee mains without having an obc ncl certificate. So, you will be treated as general. And your must give your exam from general category. And your rank will also be declared as per general category.
So, without having an obc ncl certificate too you can give jee mains 2021 but from general category.
