98.6 percent is a very good score. Perhaps that is what you meant. You can definitely get a scholarship on the basis of these marks. If you are a topper then this scholarship may go even higher. You need to fulfill other eligibility criteria too.

Yes, of course you can get a seat in various programmes at LPU directly based on the marks in your IPE such as BA, BCA, BBA, BFA, etc.

However, for a few programmes you need to qualify for the LPUNEST exam or National Level Test such as BTech, BBA(Hons., BCA(Hons.), etc.
