I have completed my 12th in 2018 but if I am giving jee in 2019 then it will be considered as my 1st attempt . Right?

That will not be considered as as your First attempt. If you will give IIT-JEE in 2019 then it will be your second attempt as you have passed your class 12th in 2018 , so basically it's your fault that you have loose 1 attempt when you were in Class 12th but not any issue, Still you are left out with 2 more attempts of Jee Mains.
