I have completed my b.tech in 2019 but i have a back in 7th semester then can i fill the gate 2020 exam? what will be my year of passing out? i need to upload 8th semester marksheet or eligiblity certificate?

Yes you are eligible for gate exam ..if you clear your all backlog before counselling of gate exam ..
