I have ews certificate and obc certificate for Karnataka state then if I put ews for neet then if my ranking comes more for air.can I get obc reservation for state counselling.

You need to fill your category as per the category you belong to at Central level so if you belong to EWS at Central level and OBC NCL category at state table then you should fill in NEET application form as EWS candidate as it is a national level entrance examination and you will also have to participate in all India counselling as an EWS category student
But when it comes to state counselling then yes you can definitely choose your OBC NCL category because at state level you belong to OBC NCL.

limited time is left for neet 2021 , so you should be focusing on your preparation,
