No, you are not eligible to write IAS or UPSC exam after your 12th. To be eligible for UPSC exam the candidate must have at least a bachelor's degree from a recognized university. Also, the minimum age is 21 years in case of general and 32 years is the upper age limit.

If you want to become an IAS officer then first of all you need to be a graduate in any discipline of your choice and at least 21 years old and then you need to appear in one of the toughest examination called UPSC is a 3 staged examination which are listed below :-
*The first stage of the exam is Preliminary examination (objective )
*The second stage, Mains (written).
*If you manage to clear both prelims and mains then you are to go through third stage i.e interview/personality test .
And if you managed to clear all the three rounds mentioned above, then congratulations you can become an ias officer.
When it comes to which subject you should choose after your 12th for graduation, to be eligible for UPSC examination then,
You can choose any subject or course of your choice based on your interest for your graduation
This is because,
to be eligible for UPSC examination there is no compulsion to be a graduate in a particular subject, all you need to be eligible is that you should be a graduate in any discipline
