I want to discontinue my Bsc to study Mbbs. But I have a backlog in one semester Bsc. Will the college give me a migration certificate?

See, you just have to show your migration certificate at the time of admission in college. So if you are sure that yes, you can get a medical college then tell your college authorities that you want to leave the college and they will give you the migration certificate.
I suggest you to surrender your bsc college seat, only and only after you are sure that you are getting a college.
