Hi dear,
Yes it is compulsory to qualify NEET UG to study Mbbs abroad in Medical colleges recognized by MCI.
As per the Medical Council of India (MCI) notification, NEET result 2019 UG will be a gateway for candidates to pursue MBBS and BDS admissions outside India.

No, there is no need to qualify NEET examination in order to get admission abroad.
Foreign universities conduct their own exams. So, you need to qualify that exam.
