If iam a obc candidate so is it necessary to provide obc certificate of date before the last date of form submission?

hi,
see there is no reservation for obc candidates. there is reservation for obc ncl category. and there is no rules prescribed that the obc ncl certificate date should be before the last date of form submission. however The annual income/status of the parents of the candidate should be based on financial year ending March 31, 2020.
