Domicile represents that you are from that particular state and have a permanent home there and you have completed your certain level of education or a proof of living for few years in that state so it doesn't mean either your domicile is old or latest. It works. As per the UPSEE 2017 brochure for counselling states "If the candidate has passed qualifying examination from outside U.P., he/she has to produce domicile certificate of his/her parents (Father OR Mother only) at the time of verification of the document"
