I've got 46 marks in gate 2019 and score is around 550-590(from score predictor) can I get admission in new IIT's and NIT's

Considering your GATE score and that you are of Open category, you should have an outside chance of getting M.Tech opportunity in new IITs like Indore, Gandhinagar, etc. You will almost surely get a chance in new NITs like Meghalaya, Nagaland and Manipur.
