I am sorry but the cutoff rank for Travancore engineering college for civil and mechanical courses is within 53000 that means one who want to take a admission in any of these courses in this College should have a rank under 53000.
But if you want to know about vssut,burla the closing rank was 142511 for general category for civil while for mechanical it was 61049. So according to this data you have fair enough chances for getting a seat in civil engineering.
