part time diploma in electronics

Heyy
You may go with AMIE (Associate Member of the Institution of Engineers). It's a professional certification that is offered in the area of engineering and considered as equivalent to B-Tech.
Now, let's come to your first question. If you are already working after getting your diploma, I would suggest you to pursue AMIE as it does not require your full time in studies or college attendance unlike regular B-Tech course. The suggested course does not require too much money so you do not need to spend high amount in fees.
Coming to your second question. In reality, regular courses are always preferred across industries but you have done your diploma regular and you are already working in a company, so it would add value to your profile because you will be getting experience along with your studies just like the industrial training is conducted with regular courses. So, I would suggest you for AMIE.
Here, I would like to give you my personal suggestion. AMIE does come with some disadvantages as well. You can not apply for teaching job as this is a certification course which is considered equivalent to engineering degree by Ministry of Human Resource and Development but for teaching job, you need to have a full time regular degree. Another temporary disadvantage is that you can not apply for all the Central or State Government vacancies. This is because the MHRD has withdrawn the recognition of AMIE after May, 2012 but it is temporary because the writ petition has been filed by Institution of Engineers (IEI) in court and the decision is still pending.
So, if you have time and money, I would personally suggest you to go with regular course as it will open up all the lines for you.
All the Best!
