Sir I got seat 2nd round but that college is not good .can I participate in mop up round.

Hello,
After getting a seat in a college also, you can take part in the mop-up round. There is as such no restriction on it. But if you don't get it through the mop-up round, then you can go with the seat allotted to you in the second round.
