JEE Mains is a national level entrance exam that is conducted for admissions to various NITs, IIITs, GFTIs and other public and private institutes. It also serves as the first stage for admissions to IITs. It is conducted by CBSE and NTA. From 2019 JEE Mains will be conducted twice a year, in January and April.
As for your question, no there will be no problem regarding the transfer certificate, but you should get a signed application from the college where you pursued B.Sc. that you had been admitted their in 2017. Otherwise, if you want to show a gap of 1 year in 2017, then you will have to get a gap certificate.
