It depends upon the psu and number of vaccancies.This rank fluctuate from year to year .In year 2017,BHEL called upto rank 125( general category rank).BPCL called upto rank 1000.For ONGC cutoff vary according to their choices filling.IOCL called upto rank 880.For BARC interview cutoff was 824.Basically minimum rank depends upon number of vaccavaca

In general assumption you can take minimum rank around 1000 to get call from PSU.
