I think you should opt NIT Raipur because NIT Raipur chemical branch was established in 1962 and nit raipur ranks 74. NIT Raipur has good track record in terms of placements. 2017-18 highest placement was about 17.5lakhs. 2018-19 highest placement was about 8.6 lakhs this thing shows the quality of college.
You can also choose anyone of both which is the nearest to you.
At the end i would say take a call yourself and once visit the official site of both college and compare both before choice.

according to my knowledge you can take nit raipur , it will better as compared to nit jalandhar
but you can also take the college nearest to your home town .
