If we speak broadly then only the president of India can suspend an IAS officer after looking at the case.
But we must know that the central government has no less power, maybe it is not written on paper that it can suspend but central has rights to go through the matter and suggest what to do.
In case the suspension is permanent or more than a year then the central review committe is asked what to do in the case.
Now as you asked for what an IAS officer can be suspended then, it is very simple that law and administration is above anyone, no matter on which post a person is sitting but if someone violates the law, commit crimes then he/she will come under charge and so will happen to an IAS.
