Hope you are doing great as per the question asked by you, as you want to take admissions in 2nd year and want to continue the studies so it is not possible as admissions are taken in 1st year and you can not take the same in 2nd year. For admissions in new college you need to start over with 1st year and in context of B.TECH one should have diploma certificate then only you would be eligible for admissions in lateral entry .
