At this ranks chances of you getting any, NIT or IIIT in any round whatsoever is highly unlikely. Maybe in CSAB rounds you can get some northeaster NIT that to in mechanical/chemical or production branch.

You can surely go for BAMS, BHMS, OR B.UMS.
Although chances of bams are a bit low, but you surely will get b.h.m.s or b.u.m.s in west bengal by these marks.

Yes you can! As per NTA , applicants can appear in JEE Main for three consecutive years from passing class 12th. So, if an applicant has passed class 12th in 2021, they can appear for JEE Main in 2021, 2022, and 2023.

With the above mentioned rank in OBC category, and according to the previous years JEE mains Cutoff, you have very difficult chances of getting Any good NIT's or IIIT's with this much rank, even if you have home state quota. Although you can get some Low-ranked NIT's like NIT Mizoram, NIT Sikkim, NIT Puducherry, only if you have the hoke state Quota, otherwise in All India Quota you have less chances of getting seat in NIT. The minimum required rank for getting Good NIT's must be around 16k-17k in jee mains.
But do not worry as you can get some other State Level engineering colleges with this rank and many private colleges as well.

There is no such rule! See when you appear for Joint Entrance Examination Advanced and get a rank in it, then you are eligible to take admission into Indian Institute of Technologies or IITs, however from your JEE Main rank you will get admission into National Institute of Technologies!
So, even if you fail to qualify JEE Advanced, you still can sit for counselling to get your seat in NITs, IIITs, GFTIs and other colleges.
