I can provide you the MHT CET 2017 and MHT CET 2018 cutoff ranks of VJTI and SPCE for NT-B i.e. NT-1 state category candidates, so you can get a clear idea.
These cutoffs were for the Mechanical branch only.
VJTI, after Round 1-
Cutoff Rank- 1,919
SPCE, after Round 1-
Cutoff Rank- 3,335
VJTI, after Round 1-
Cutoff Rank- 1,283
SPCE, after Round 1-
Cutoff Rank- 3,609
Therefore, you can definitely get the Mechanical branch in either VJTI or SPCE.

If you go through the first round of cap list you have chances to get mechanical branch in both the colleges based on your NTB rank. For your reference i have provide you the link.

Based on previous year statistics the closing ranks are approximately 2000 in first round for civil engineering in sp college of engineering
And 4500 in round 4
Sorry to say that you have to try some other college don't worry about it
As per the NTA norms, Candidates need to have secured a minimum 75% marks in class XII or equivalent exam or be in the top 20 percentile in their class XII exam conducted by the respective board. For SC/ ST candidates, the eligibility criteria are to secure 65% marks in class XII or equivalent exam. So you are not eligible for counselling. You may go for private colleges.

To get admission in SPCE Mumbai, it will depend on your rank and marks in the MHT CET examination.
I can provide you the cutoff of previous years for Mechanical branch in SPCE Mumbai from which you can get an idea.
In 2016, after last round-
Cutoff Rank- 985 and Cutoff marks- 170
In 2017, after last round-
Cutoff Rank- 1175 and Cutoff marks- 160
In 2018, after last round-
Cutoff Rank- 1605 and Cutoff marks- 155
If you have scored 150+, you have a decent chance of selection.

Graduate Aptitude Test in Engineering (GATE) is a national-level post-graduate entrance exam that is jointly conducted by the seven IITs (Bombay, Delhi, Kanpur, Guwahati, Kharagpur, Madras and Roorkee) and the Indian Institute of Science (IISc), Bangalore for admission to M.Tech programmes offered by government as well as many private institutes.
GATE 2019 was organized by Indian Institute of Technology (IIT) Madras in online mode on February 2, 3, 9 and 10, 2019.
COAP is conducted by IITs (IIT Madras in 2019) to facilitate admissions of aspirants in M.Tech programs of IITs. The candidates after applying to the IITs of their choice on the basis of the GATE scores, have to necessrily apply for COAP.
CCMT is conducted for admissions to M.Tech programs of NITs by different NITs (NIT Rourkela in 2019).
As for your question, you have a good chance of getting admitted in M.Tech programs in COEP ad VJTI.
