Yes, I believe you have fair chances of securing ECM at VIT Chennai, within Category 2 of Counselling, with a Rank of 21013 in VITEEE. However, at this Rank, I believe you have fair chances of securing even Electrical at VIT Vellore by Round 2 of Counselling.

At first, I would like to congratulate you on successful completion of your VITEEE exam. The cut-off trends keeps changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With a rank near to 30,000, you cannot get CSE, ECE or IT seats in Vellore or Chennai campus in any fee category. Whereas, you can easily secure a CS, ECE or any other seat in their Amravati (AP) and Bhopal campuses in 1st or 2nd fee categories itself as these are recently established.
VIT AP and VIT Bhopal offer many specialisations in CSE branch such as Artificial Intelligence, Cyber security and Digital forensics, Gaming Technology, Health Informatics, Networking and Security, Data Analytics, Robotics, Business Systems. These courses are future ready and have high placement opportunities. You can opt for the one you like from these specialisations.

Computer science and engineering at Vellore institute of technology is offered at the Bhopal campus only. You can get other specialisation such as CSE with artificial intelligence, machine learning, robotics etc at Chennai.
But in case you want to go with specialisation in gaming technology, you will certainly get it at Bhopal campus under category one or two with the mentioned rank.

First of all, I would recommend you to choose a branch of your personal interest. For example, if you are passionated towards computers, then choosing CSE at VIT Bhopal would be the best option available to you as you would be fulfilling your passion. When it comes to placements, VIT has a centralised placements where all the students get opportunities for placements equally. They follow one entry and one exit policy, where students enter their university through VITEEE exam and exit through a centralised placement opportunity. VIT claims 100% placements for all its students.

With 95000 Rank in VITEEE, I dont believe youll secure CSE at VIT Chennai at any of the Earlier Categories. You still may have extremely low chances of securing CSE/ECE at VIT Chennai in Category 3/4/5, however ending up paying a much higher tuition fee. You may even try for ECE/IT/EE/MECH under Category 2-4 at VIT Vellore, in that case. Perhaps CSE at VIT Bhopal, under Category 1 or 2 seems a much better option, with a lower tuition, good faculty, modern infrastructure and somewhat at par placements.

No doubt, VIT college paves the way for the students to get good placement opportunities. But it not only depend on the college, hard work and interest of students is also pivotal. Starting with ECE at VIT Chennai campus, the placements rae good, but there is much more hardwork as ECE will include not only electronics and communication but also coding(not upto the level of CSE or IT). So, untill unless you are really interest in electronics, semi conductors, image processing do not chose this branch. If you have developed interest in coding and is very eager to join any IT company (and not getting CSE/IT in any college) then chose this.
For Mechnical engg at VIT Vellore, it is very sorted branch. The number of placements are good with high pay job profiles (5-8 LPA) in the companies like Hyundai, TVS, Yamaha, Mahindra& Mahindra, Tata Tech, Vedanta, Applied Materials, Honda, Maruti Suzuki and many more visit for campus placement.

As you have mentioned that you have got 38k rank in viteee 2021 and you want to take up mechanical in vit chennai.
So let me tell you that in this rank you have good chances to get mechanical branch at vit chennai in category 1 also. But you should also try for vit vellore because you may chances to get there at category 1 too.
But in these private colleges core branches doesn't have scope and you will end up getting placed at bulk hiring companies spending a hefty amount of 14L (category 1). So, if you have other good options like in government colleges you should take up that.

When it comes to CSE branch, the cut-off is really high as the demand is so much. Cut-off trends change every year based on the number of students attempting the exam, number of available seats, difficulty level of the exam, etc. But when it comes to a rank around 6,000, CSE or CSE with any specialization seat in Chennai campus can be easily secured within 1st fee category itself. You can even try for VIT Vellore campus 1st or 2nd category seat as the cut-off for the same was 7000 in 2016.

The infrastructure at VIT Chennai is exceptional, surpassing even that of many IITs and other private institutions. The air-conditioned hostels provide comfort, and the quality of food in the mess is commendable.
It has pretty decent infrastructure. We have all the necessity amenities nearby, hence the infrastructure complements the busy student life of engineering. We have Domino's in the campus, also we have in campus gym and salon.
The college's infrastructure is pretty good. Good, well maintained labs and classrooms. Hostels could use for both rooms and wifi availability and better cleaned toilets. The academic blocks are well situated and clean.
