Yes, KVPY conducted for the SX stream does include syllabus of both Class 11th as well as Class 12th.

It's better if you prepare hard for both since there's generally a 50-50 weightage of both the Classes making it a well balanced paper for the students appearing. Although you can omit any one section as per your need out of PCMB, but make sure your hold on other subjects is fastened.
