see there  is many high ranked colleges in india which provides admission with out gate sore or  by  entrance test conducts by the respective college. nit durgapur offers mtech admission to candidates who dont secure any seat in ccmt counselling or not have valid gate score. however there will be no stipend provided for students who does not have valid gate score. you may follow the below link to know in details,

I understand your query but to get admission in NIT you need to have a valid GATE score and without GATE score you are not eligible to get admissions in NIT. Student with general category OBC category must contain 60% or 6.5 CGPA out of 10 . Wild students who belong from SC ST category should must contain 55% or 6 CGPA out of 10.
