The college you have mentioned are well known college. Now if you have to choose any one then you have to know the parameters.
I would recommend you that COER Roorkea will be a better option. COER has better infrastructure with a very nice environment for the students. The college is very ambient with some great teachers from good research backgrounds. The college offers a decent placement of 89% which is much greater than the rest of the two with average salary of Rs. 3.5LPA-5LPA.

Fees;
Rishikul (BAMS) - 1.5 lacs per annum
Gurukul (BAMS) - 1.8 lacs per annum (hostel fees - 1500Rs. per month)
Alumni Rating:
As far as student ratings are concerned, Gurukul is rated better online than Rishikul based on Infrastructure and faculty availability.
Both of them are semi Government colleges so that is also a point of consideration.

Placements: Almost 23% of the students got placed from the campus. The highest salary package offered in our college is 6.5 LPA, the average salary package offered is 4 LPA and the lowest salary package offered is 3 LPA. Companies like TCS, Wipro, Infosys, Tech Mahindra, etc., visit here to hire students. There are almost no internship options provide by the college, so students have to apply for internships on their own.
Infrastructure: In college campus, Wi-Fi facility is available, but internet speed is very slow. There is a library for books, but the library charge must include in the fee. There are no smart classrooms, and the projector is not available in some classrooms. Our college labs are good, and almost all the instruments are available in labs for experiments. There are 2 hostels for students, and Wi-Fi, mess, sports and medical facilities are available in the hostel. In the hostel, the Wi-Fi speed is good, but the food quality is very bad in the mess.
Faculty: Teachers are helpful and well-educated. Some teachers are not good, and they behave rudely with students. Almost all teachers complete all the syllabus on time. About 75% of attendance is a must for all students for the semester exam. If students are unable to complete attendance, then teachers give assignments and other extra work for complete attendance.
Other: Maximum students are placed every year from this course. Freshers party is organised by seniors for the new batch students, and all the cost of a freshers party is given by students. A fest is also organised by the university for three days named Janangni. In this fest, a celebrity comes for the entertainment of students. Other activities are included in this fest in which students participate and win prizes. Scholarships are also available for students. Scholarship depends on the government of state from which students belong.

See this year central government has provided the relaxation in class 12th percentage for allotment of colleges through either JOSAA or CSAB counselling. So you must have passed your class 12th from any recognized central/state board.
So yes you are eligible for taking admission in your allotted college if you have been allotted that college in CSAB Counselling.

As per your marks and category you will easily get both of the college. As Uttarkhand BAMS cut off doesn't go so high and also you have privaleged of state quota seat as you belong to Uttarkhand as per your profile. Scores more than 400+ is enough for getting government bams colleges for UK students as it's cut off went to 120-130 marks for the BAMS colleges in UK. So don't worry you will easily grab seat in any of the both colleges.

The college has a good infrastructure with better facilities for the students to get connected with education. The college located in haridwar as it was god place so spiritual are good near the college.
The facilities and infrastructure are good. The Wi-Fi connection is good, classrooms are average with fans and tubelight, libraries offer various kinds of books, and air conditioning is available in the libraries and labs. As for hostel rooms are good.
The new mechanical workshop building boasted excellent infrastructure and was fully outfitted with all necessary laboratory facilities. The modernised structure provided an enhanced environment for practical learning and hands-on experience.
