According to the IISER, SCB Channel has given the following criteria on it's website-
SCB Channel
1. Students who have passed 10+2 level with science stream in 2019 or 2020 are eligible to apply for admissions and appear for IAT 2020.
However, you will be considered for admissions to the degree programmes only if you obtain the cut-off marks specified for your board.
2. Students applying through SCB channel will have to appear in the IISER Aptitude Test (IAT) which will be conducted at various centres across the country.
So if you have your 10+2 from NIOS then you can be considered as NIOS is also a recognized board.
It states that students who are coming to get admission through KVPY channel should also have got the board through which students have given board exam and category-wise IISER cutoff. Because many students give KVPY exam while they are studying in 11th nd 12th and they qualify and after that if the don't get the required marks in board exam as given by the IISER officials so they cannot get admission if they don't meet the cutoff according to officials

You are extremely ambitious! Astrophysics will be a particular subject that you can pursue at post graduation level and not at undergraduation level. And IISERs/NISER/CEBS/IISc/IACS will be the best pick of institutions to choose for your undergraduate degree. You can also attempt to try for IIST(Indian Institute of Space Science and Technology), Trivandrum as it is a special institute for astronomy and astrophysics related reserach.
First step to become a astrophysicist is to take up the most suitable UG course, which would be BS-MS integrated Physics at IISERs or IACS, or BS Physical sciences at IISc or Integrated MSc Physical sciences at NISER or CEBS. After completing of your BS-MS course, you can go for Integrated PhD or M.Tech in astrophysics directly in IISERs/IACS/IITs itself or universities abroad. Indian Institute of Science Education and Research or commonly known as IISER are a government institution for research and development studies. The Admission into IISERs are done through multiple streams- 1. KVPY, 2. SCB Channel, 3. JEE Advanced Exam, 4. IISER Admission Test.

Hi! You will be pleased to know that no, it's not compulsory. There is no best of 3 but your cumulative score is considered and there are several people who achieve a good score with PCM. However, it will be preferable to study and attermpt it if you can due to the exponential rise in competetion. All the best!
Hi. You can take admission in a particular college where you got a seat allocated in a particular round of counselling. If you are not satisfied, you can also apply for up gradation in the subsequent rounds. If you get a seat, your documents will be transferred and your fees will also be adjusted accordingly.

IISERs started taking apptitude test for Board students. Candidate to be in top 1% of their respective boards. Since every board is different, the marking strategies are also different in different boards.
Let us assume you write both exams and you happen to top both the exams. Even though you are the 1st rank holder in both boards, the % marks that you scored may be very different due to different marking strategy. Hence a state board cut-off may be low or high compared to the central board.
For example Kerala’s board has similar figures compared to CBSE while that of Bihar usually much lower.
So, there is noting mysterious. You are compared with your fellow board students. If you score well enough to be in top 1% or less in your board, you become eligible to take the aptitude test.

If your examination board for 12th is tripura, jharkhand, Gujarat, Mizoram , Uttarakhand and meghalaya states because according to previous year's cutoff for these states the cutoff is around 61 through the SCB channel 50% of the seats are reserved for candidates qualifying the IISER aptitude test.

Yes, basically a post allotment round for the IISERs takes place after the registration of the other candidates admitted through the previous allocation rounds is completed in their respective IISERs. It is pretty similar to mop up round as it is done to fill the left out seats only.
There is no particular procedure for this allotment round. The list of wait listed candidates are released in the official website. Thus, you have to set your hawk eyes on the website regularly or else you may miss necessary updates. You will be given a short period of time to pay the SAF fees and to exercise the float option. The call letter is received via registered email. The procedure is exactly similar to that of previous rounds of allotment.
However, the post allotment session did not happen the previous year(i.e 2019). But such mop up round did happen in 2018 and 2017 for the SCB stream. This year it may or may not happen keeping in mind the rank inflation in NEET and JEE.

College infrastructure is somewhat better and provide good facilities and College infrastructure is somewhat better and provide good facilities and laboratories and good libraries to us Class rooms are good.
We get very good food and the arrangement is good. Although you need to bring things like mattress, bucket etc. But otherwise hostel rooms are spacious and very clean. All other facilities mentioned are very good. We have good class room with well maintaining.
The college campus has wifi facility except for hostel rooms , but they are planning to provide there also . The college labs are well equipped and have everything you need will be there in the lab .
