With reference to your above mentioned query, i would like to tell you that The candidate availing reimbursement / scholarship will have to do one-year bond service as Medical officer in rural difficult and tribal area of Maharashtra.
Furthermore, the panel recommended that the bond period for MBBS candidates should not exceed one year , and the bond value should not be over 10 lakh for those admitted under the all-India quota (AIQ).

In marks 284 Neet exam for admission in MBBS course candidate has to take the way of admission in private medical college for MBBS BDS etc, where the required marks in Neet exam .is 250 + marks. So your chance for getting admission in MBBS course in private medical college through management quota is possible. But there is a great difference between the fees in Government Medical College and private medical college specially in admission MBBS BDS etc course through management quota

The 15% all india cutoff for down medical college and government medical college at uttarakhand are as follows
UTTARANCHAL HOSP TRUST MC, HALDWANI 593 neet score
Doon medical colleges dehradun 599 neet score
However these information is based on previous years cutoff and as cutoff changes every year depending on factors like difficulty and number of candidates and current COVID19 situation etc.

See if you are from Uttarakhand - You will definitely get the seat in most probably first round itself . You can also get GMC Haldwani and VCSG Srinagar which are also good government medical colleges of uttarakhand .
If you are not from Uttarakhand , then also you would get the seat , according to previous year cutoffs , as you have scored very good marks in NEET 2020 .

In 2019, under State Quota, 358 marks secured a seat in Doon Medical College under SC Category. That was the cut off. Now cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. So for a seat in this College under SC Category for 2020, you should atleast aim for 450. This is because NEET has been postponed by 4 months and Candidates have had ample of time to prepare for the exam. And then due to the Pandemic, Candidates might choose Colleges nearby and that means Candidates in and around Dehradun might select this College and that also might increase the cut offs because when the seats available are lesser, the cut offs increase. Dear Himani, you haven't mentioned your Category. Neverthless, we do not have 2019 data yet. But in 2018, under State Quota, the cut offs for various Categories have been as follows:
General Category: 503
OBC: 483
SC: 321
ST: 348
Now this is 2018 data and cut offs change every year depending on various factors such as no.of candidates appearing for the exam, no,of candidates qualified, top NEET score and difficulty of the exam. And in 2019 the cut offs increased in general by 15 marks and individually by 50-60 marks on an average for each college.
The college provides with satisfactory infrastructure having all labs and equipments. Library, football ground, volleyball ground, basketball ground present. Separate hostel facilities for boys and girls present, but no as such wifi and smart board.
