See after the Diploma in Engineering, a student can apply for the Lateral entry BE/BTech program. The lateral entry BE/BTech program provides admission to the the Diploma in Engineering students directly to the 2nd year of the BE/BTech course. So if your brother, wants to do the course of BE/BTech then he can apply for the Lateral entry program.

Now Government Polytechnic Mumbai is a Government affiliated polytechnic college of Maharashtra State Board of Technical Education, Mumbai. The college don't offers the course of BE/BTech in any stream.

As you can see that your answer is little incomplete as you have not mentioned the name of the college or any field you are interested and looking for. But as you are currently in 10th you have two choices ie, either you can do 11th and 12th by taking Science or Commerce stream and after that you can go for your graduation according to your desire, and another is that you can do diploma after your 10th and continue for your further studies. Now it completely depends upon you that where you can find your self more comfortable, so you should go with that only.

Diploma in computer engineering will be open in pandemic situation dear. But may be it's not staring. You have to select colleges, cities that where you want to get study. Then you can apply this college via online. Because for pandemic situation every college organised their admission through. You have to select college and talk to the college authority. Then do whatever the college authority say.

Yes you can take lateral entry into B.tech civil engineering right into the second year after completing diploma in civil engineering.
Most colleges require Diploma holders to have scored minimum 45% or 50% marks in their Diploma.

Students must apply for the counseling process and choose the specific college before making the decision to secure in the counseling round. Students will be allocated seats on the basis of their merit.

Admission to Polytechnic Courses at Government Polytechnic College, Mumbai, shall be made on the basis of merit obtained by the applicants in the qualifying examination. No Government Polytechnic college does not provide diploma course for 10th passed students. It provides diploma in computer science engineering and civil engineering branch in 2 shifts with 60 seats in each of these courses and each of these shifts.

The infrastructure of Government Polytechnic Mumbai is quite dismal. The classrooms are overcrowded and poorly maintained, with broken desks and chairs. The labs are outdated and lack essential equipment, making it difficult for students to complete their projects.
