Different colleges/universities have different dates of admission and its procedures, some takes admission by entrance test whereas some takes by merit based. Yes it do have all the facilities you require as basic infrastructure old and important equipment and devices which are needed in practical laboratories library ya but it don't have hostel and sports facilities it has been locked up and it ended
