Hi Raj,
Last year for general category the last rank to be alloted a medical college through AIQ counselling was around AIR 10000-10500.
As your rank is around AIR 28000, I don't think you will alloted any government medical college in general category in AIQ counselling.
As far as state counselling is concerned, you can apply for counselling there also, but the chances of you getting a medical college being a general category student is difficult.
Still I will recommend to attend state counselling to avail the benefits of 85% state quota seats.

Admission process in MGIMS wardha is as follows:
1. For admission in UG courses candidate can apply through their NEET UG medical scorecard.
2. For admission in PG courses candidate can apply through their NEET PG medical scorecard.
Candidate must fulfill all the required eligibilty criteria made under the admission guidelines.

With a score of 138 marks in NEET your chances of admission in Kasturba Health Society's Mahatma Gandhi Institute of Medical Sciences is very difficult. I assume you belong to General Category as you have not mentioned about your category. The cut off for open category is usually 500 and more. It can be decreased to minimum marks of 450 but not less than that. Therefore, your chances of admission with 138 marks are very low.

No that's not impossible. If you are thinking for admission into MBBS through AIIMS or JIPMER then that's fine. But without neet you cannot get admission into state government and private medical colleges.
Yes if you want to go abroad, then you definitely can.
You must qualify the neet cutoff marks which is just around 120-140 for being elgibile to get an admission in MBBS course and if you can afford large costs then you will always have an opportunity of MBBS through deemed universities or admission under management quota.
Why to close doors for number of options when you easily can get atleast qualifying marks in neet.
Being a medical college , the medical facilities provided to the students are the best. There are classrooms and seminar halls. The sports facility is also good. There is a library and a common study room also. There are separate hostels and gym for both girls and boys. The mess food is average.
