No you cannot get MBBS seat in any college without giving NEET UG because NEET UG is compulsory entrance exam and without it you cannot get admission to MBBS seat.

Once you will have a valid NEET UG score and if you qualify it then you will be eligible for admission to MBBS seat but merely qualifying NEET UG does not ensure the allotment because in counselling the seats are allotted on the basis of marks scored by candidates in NEET UG.

You can request for your Documents from your previous college any time without paying fee for upcoming year.
Actually no institutes as you to pay entire course fee or fee of next year, they can only ask you to fee you due fee or fee of year in which you Attained classes.

So you can easily apply for your original Documents and get admission in college of you like.

NCC Cadets have reservation in many Government jobs, especially in the State and Central Police and in paramilitary forces . NCC cadets have a lot of academic incentives too.

Stipend is a money or you can say reward given to the students who work for a company by showcasing their skills. Postgraduate stipend in MS Ramiah Medical College, Bangalore varies evey year. Generally, the stipend range is from 45,000 to 55,000 INR which is for first, second and third year candidates. For super speciality doctors, it is approximately 60 to 70,000 INR

Talking about the hostel charges, it depends upon the type of room you will opt. There are single seater as well as two seater hostel rooms. A proper amount is not known but you need to keep additional 5000 evey month for miscellaneous expenses.
