So,for colleges in Ludhiana you have to go through the punjab state counselling and can only apply for private colleges there in open category and same for MS ramaiah college in Bangalore have go through the Karnataka state counselling

It's difficult to predict the exact possibilities of admission. It's depends on the cut-off. Cut-off changes every year. It depends on lot of factors such as the number of students appeared, the number of students qualified, the highest score, whether you belong to any category or not. Cutoff varies from state to state. It also varies from state quota seats to all india quota seats.
So with 454 rank in neet under general category, the chances of getting admission in government colleges seems low. To get admission in government medical colleges you need to score above 550 , as a general candidate and for government dental colleges you need to score above 520, for government bhms and bams seats you need to score above 500 as a general candidate. However, this data is based on the last year's cutoff

The cut off for MS Ramaiah Medical College for general category student in the year 2019 was around 470+ . So if you are scoring this much marks then there is a good chance of you getting this college.
The Fee structure of college for management quota is around 32lakh rupees for the duration of 5.5 years.

M.S. Ramaiah Medical College , Bangalore is affiliated to Rajiv Gandhi University of Health Science (RGUHS) , the admission process are conducted through Karnataka Examination Authority (KEA) Counselling.
Students who intended to join for management quota or any other quota are alloted completely through KEA Counselling.

Hello. The Mangement quota fees is listed below:-
MSRIT: Two lakhs fees per year plus donation at the time of admission.
MSRUAS: Two lakhs fifty thousand per annum as college tuition fees, No donation free seats for all branches.
The cuttoff score as per last year was 108 for MBA. Consecutively for B.E all streams it was around 2000.

Abdul, MS Ramaiah is a Private Medical College and there are 3 Categories in Private Medical Colleges. Category A is the Government Quota Seats. And only candidates of the home State are eligible to apply for these seats. In 2019, 457 was the cut off under this Category for General Category. B Category seats are also called Management Quota Seats and they are filled through State Counselling and here in 2019, 477 was the cut off. So for both the quotas, unfortunately 260 is a less score. Having said that, the remaining seats are filled through direct Admissions by contacting the College directly provided the Candidate has registered for the respective State Counselling and has not been able to secure a seat in the Counselling. This is where you might have a chance. Here the fees is usually nothing less than 40 lakhs. The last Category is NRI seats Category and you cannot apply for that.
