Hello candidate,
Hope you are doing well,
1)As of now,we cannot say anything about the cutoff, admission in Colleges or anything related to this as every year the cutoff is based on different factors like :
- number of candidates applying for the exam
- number of seats ( increased)
- difficulty level of exam

2) Private medical colleges do not have a fee concession for any category. In fact they are the ones with no reservation for any category, also there is no concession in fee for non karnataka student in colleges because if you are form karanataka region and have reservation of some backward catse then only you can make benefit of that.
Hope this will help you
Thank you

Hello aspirant,

It's quite difficult to predict that whether you will get  seat or not as  cut off marks/rank for medical colleges keeps changing every year  depending upon various factors. As you mention with 250 marks in neet and you are from 2b category you have low  chance to get seat in BAMS.
