I think chandigarh university is better than lovely professional university, as, it has better placements. The median salary for a btech graduate from CU is around 4.5 LPA while for LPU, it's around 3.5 LPA. Also, the rank of chandigarh university is higher.

Also, the fees of CU is less than that of LPU. It is 8.04 Lakhs for LPU, and 6.4 Lakhs for CU. I also compared the colleges so that you can look at the minute as well as all the details closely yourself:-
