Moreover your area of interest matter a lot. If you are having interest in RF and Photonics then you should go for it.

The cutoff for Electronics and Communication Engineering (ECE) depicts the minimum scores needed to avail admissions to M.Tech at the IITs, NITs, IIITs, other centrally funded institutes and private institutes across the country. The Graduate Aptitude Test in Engineering 2020 Cutoff deals with the basic score required by a student to be considered for admission to the M.Tech courses and differs from institute to institute as well as discipline. There are various factors that determine the GATE 2020 cutoff for ECE like difficulty level of GATE  total number of applications and previous years trends of cutoffs, etc. GATE cutoff for ECE varies from branch to branch and institute to institute. Individual departments at the institutes will determine GATE 2020 Cutoff for ECE.

See both colleges top college in their category. Both branch is also good in their own. You can't differentiate between them just by some facts. 

It should be completely dependent on your choice and what you like. If you like analog electronics and digital , then VLSI is best for you. But if you like and you have good knowledge in electromagnetic theory and antenna communication then RF microwave is best for you. 

Placement wise both college are same. But being IIT IITK attracts more companies. 

But it is completely upto you. Where should you go. If you have no choice at all, then go for IIT KANPUR.

See Ritik this has became a common mindset of candidates that they would join some college then after 1 year they would do branch change. Rather than focusing on their curricullum they start to focus on branch change. This affects their results also. 

But as you have asked IIT Kanpur vs IIT Roorkee branch change so i will suggest iit kanpur because they have a slighter flexibility in branch change. Branch change is possible at the end of 2nd, 3rd, 4th semester. Although you have to work very hard in order to score near to 10 cgpa for cse, around 9 for electrical, mechanical.

But i would suggest you to go with what you like rather than going with what people says.

Dear Aspirant,

It is a common saying that chose branch over the college, but in your case, college factor is playing a major role too. Therefore, I suggest you must first decide if you are interested in IT or civil and to clear one misconception COMPUTER SCIENCE & INFORMATION TECHNOLOGY are not the same branches and those lucrative offers you hear about are for Computer Sci and not for IT. 

However, if you are still interested in things like software developments then IT is the branch for you. But given that other college is IIT KANPUR one of the top IITs then I suggest you must go with it provided that you do not have any prior interests. The atmosphere you are going to get at IIT-K is something you will not find anywhere in the country.

Hence, if you do not have any inclination towards any branch, in general, go for IIT KANPUR.

As you have a gate score of 743 from mechanical branch and you belong to OBC category and you seek an admission in either IIT Kanpur or IIT Bombay.

For IIT Bombay the gate score cutoff for OBC was 540 marks for every course offered in ME.

For IIT Kanpur the gate score cutoff for OBC was 766 marks to 804 marks.

Ritik IIT Kanpur is always the best and above any college to choose, but coming to your subjects in iit kanpur  b.s. chemistry ,job will be decent but not that high as a CSE branch in punjab engineering college.PEC is good college for CSE with a decent placement,so you may go for pec cse but you have a dream for iit and passionate about the subject than surely go for iit .All the best

It mostly depends on your interest levels.

Both th colleges have very good reputation when it comes to faculty,infrastructure,placements,etc.

But Iit Kanpur is better than iit bhu and bioengineering is relevant course from there.

You should choose according to your interest.

          IIT Kanpur has a very student-friendly branch change policy. It's totally on the basis of CPI at the end of two semesters. As much as 45% of a department can change their branch.
So, branch change is possible.But,it depends on your CPI.

IIT Kanpur is a really good college. It is obviously one of the best engineering colleges in the country, but along with being a great engineering college, it also fosters personal development of all its students in every domain of life.

Wifi , ac , and drinking water are available in classrooms have projectors and switchboards . Mess food is good , and the canteen is also good , and the quality depends on the hall you live in . There is an health center on campus that provides free medicine and good facilities when we become sick .

There is unlimited Wi-Fi with a speed of around 100 Mbps. Classrooms are excellent. They can accommodate 50 to 600 students. The library is very well maintained. It has almost every book. It is a very peaceful place. The mess serves a variety of food items from almost every part of India. The food is very delicious.
