Dear applicant considering the honest scenario of the inner educational atmosphere of the Colleges unless you get IIM Lucknow, Ahmedabad or Kolkata, it is not that satisfactory to take admission in the other ones. Whereas in case of IITs like IIT Madras, or IIT Kanpur it is way too better than to choose the less preferable IITs. So it is extremely important to get the seat at a good Institution, choose wisely.

Hope you are doing well. Both the institute are among top engineering institute in India. Both also had very good reputation both in academics as well as placement. If you are interested in Chemical engineering then you should go for it other wise Electrical engineering in BITS seems to be a better choice. The biggest reason to say this is placements. Electrical branch has better placements than Chemical branch. Although fees of BITS is quite high so if fees is not a constrain, then you should go for Chemical in BITs.

choosing a college is a quite difficult decision ,It solely depends upon you both are great colleges you will get great opportunities IN ANY COURSE WHICH U PICK iits to have their alumni all over the world coming together talking about placements since we are talking about iits so you will get an almost similar opportunity
it all comes down to your passion and the amount of hard work where you are going to put your next 4 years into
IIT won't be a cakewalk but it will help you to grow in all walks of life which automatically will give a head start to your career.

It solely depends upon you both are great colleges you will get great opportunities here both colleges have their alumni all over the world coming to choosing between iit bhu metallurgy and iit k chemistry the former is a btech course but the latter is a bsc course so it depends on you which course you want to pursue talking about placements since both are iits so you will get almost similar opportunity and it depends upon your hardwork to get handsomely paid pay packages leaving some companies many other would allow you to sit in their placement. Choose wisely!

Well, 289 is a very secure and safe rank in JEE advanced.
Eligibility criteria for qualifying jee advanced:
Minimum 75% should have been secured in 12th standard (or equivalent) examination. For the SC/ST/PwD category, the aggregate marks is minimum 65% OR. The candidates should be within the top 20 category percentile of the qualifying examination.
Other than this, each every document should be clear and original. Even if you secure a good score in JEE advanced but there is some issue with the documents, it might lead to disqualification of your name.

Yes, you do have chances for computer to get IIT Delhi
For example,
In 6th round of josaa counselling 2020, 25 st rank in jee advanced for st category for gender neutral got a seat in computer science in IIT Delhi.

Take a look at Ritik. Candidates have developed the idea that they will enrol in a college and then change branches after a year. Instead of focusing on their curriculum, they begin to concentrate on branch change. This has an impact on their outcomes as well.
However, because you asked about branch change at IIT Kanpur vs IIT Roorkee, I will recommend IIT Kanpur because they have a little more flexibility in branch change. At the end of the second, third, and fourth semesters, you can change branches. Although you would need to put in a lot of effort to achieve a cgpa of approximately 10 in cse and around 9 in electrical and mechanical.
However, I would advise you to follow your heart rather than what others say.

IIT Kanpur is a really good college. It is obviously one of the best engineering colleges in the country, but along with being a great engineering college, it also fosters personal development of all its students in every domain of life.
Wifi , ac , and drinking water are available in classrooms have projectors and switchboards . Mess food is good , and the canteen is also good , and the quality depends on the hall you live in . There is an health center on campus that provides free medicine and good facilities when we become sick .
There is unlimited Wi-Fi with a speed of around 100 Mbps. Classrooms are excellent. They can accommodate 50 to 600 students. The library is very well maintained. It has almost every book. It is a very peaceful place. The mess serves a variety of food items from almost every part of India. The food is very delicious.
