• First of all you have to look on the list of IGNOU regional centres which is available at the official website of IGNOU.
• Then go to your RC website and on the homepage of RC official page go to the section of news and events.
• There you will be getting an option of assignment guidelines or the submission of assignment,click on that and after clicking the Google form will get open in the browser.
• Now start filling the form with proper details as your name,  enrollment number, subject code and other mandatory details.
• And lastly upload the scanned copy of your assignments and submit it from the same.

Of course you can get admission in IGNOU with 70% marks in graduation, see if we go through the eligibility criteria of MA Economics, then candidates need to pass graduation from a recognized university, there is no specific aggregate required regarding this, hence your marks are not going to be a part of evaluation when it comes to admission, moreover in IGNOU there is no concept of limited seat intake, so don't worry regarding this.

Since the overall point that you have got is a GPA score you can convert it into CGPA score and enter the marks. The 3.28 GPA is equivalent to 7.7 CGPA thus enter that. Maximum CGPA is 10 and maximum GPA is 4
