The answer to your question of when can appear for third year BA exam depends largely when have you done the re-registration for the third year, if you have given first year exam in June 2019 without any gap, that means you have enrolled in July session of 2018, and your re-registration date for the second and third years respectively comes in July session of the following years only in consecutive manner, as your course is annual based not semester wise, now it doesn't seem like you have done re-registration of your third year in last year of July session, if you had then you would have already filled the application form of third year for June TEE 2021 that is to commence from next month,

so to answer your question if you have done third year re-registration in January 2021 then you are eligible to appear for December TEE of this year, you will also be required to submit your assignments prior to it which you already know, if you haven't done re-registration till now, you can do it, last date is extended till 31st July, and you can accordingly appear in next year of June TEE, hope this clears everything, if not, you can ask me in the comment box below.

Firstly if you have submitted your assignments for MEG then the status will get updated due time, it's just that the process isn't a swift one considering such large number of students who enrolled in the university, you can check the status at https://admission.ignou.ac.in/changeadmdata/statusassignment.ASP , next IGNOU hasn't yet notified of TEE to be conducted in online mode yet, date sheet is released and exam is to commence from 3rd August onwards, if at all any such step is taken you will get notified if you stay updated at ignou.ac.in.

No, you cannot take admission in Indraprastha University or IGNOU after the deadline has passed of online/offline registration as both are premier institutes. IP University is a premier Institute and IGNOU is also premier institute in online mode and one needs to do registration in order to be eligible for admission further based on eligibility criteria,entrance etc. However IGNOU opens registration for admission twice every year, so if you missed the first phas then you can register in second phase.

See You have to use code 02 in your NEET Application form. The reason being is you had already passed your intermediate examination now pursuing 1st year of your Bachelor's program so your highest qualification with PCB remains 10+2 and in this case you should use code 02.
