As per my suggestion, LNMIT is better for Electronics.
The college is renowned for its coding culture and cse curriculum.
The ece curriculum is really well-tuned to the demands of business, and the institution offers courses like IOT and microprocessors that allow us accomplish innovative things in robotics.
99 percent of the firms visiting LNMIIT for placements allow ECE students to sit in.
Although there are fewer core firms, many of my seniors have moved on to work at fantastic organisations like Cisco and Siemens.
The research environment at LNMIIT is excellent, and some of my fellow classmates have published outstanding research in the field of robotics.
Nearly 11 lakhs per year is the average ece package at LNMIIT for Btech.

According the all the information you have provided about your percentile, it will be quite hard to say whether you will get LNM institute of Technology. Because the cutoffs vary every year, and same is expected for this year. However, seeing the past year cutoff trends, it will be difficult for you to get into LNMIT.
but with 91 percentile there is a high Chance that you will grab a seat in CSE or ECE at LMNIT with this rank
. According to previous year statistics you can get mechanical engineering and electronics and communication engineering as last year it's cut off marks were 74 for the last round for both the branches. So, you can get these branches in lnmiit

Electrical and computer science are two different branches of engineering and it depends upon student's interest that whether he has interest in electrical branch or computer science branch.

SVNIT Surat : This institute have 116 seats in electrical branch and accepts JEE MAINS exam. It offers minimum CTC of 4 LPA, average CTC of 6.28 LPA and maximum CTC of 10 LPA to the students of electrical branch (2020-21).

Both the colleges are good but there are pros and cons for both of them. LNMIIT has a fee on the higher side whereas the state government college has less. The placements does not vary much. You can go for both of them depending on the branch you are getting and your interests. It won't make much of a difference if you neglect the fees. Choose wisely!

Congratulations on securing 97.4 percentile with a AIR of 23.5k so let me tell you that you will definitely get cse branch in this college because as per the previous year trends you can easily clear the cut offs.
However some of the conditions are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
You can even try for some NITs or GFTIs and see if you can get a non core branch.

In terms of placement :
LNMIIT : In 2020 a total of 445 candidates from the undergraduate batch enrolled for placement drive out of which 374 candidates participated in it and a total of 56 companies participated in the placement program. There were total 449 offers by companies like Adobe India, Amazon, Microsoft, Samsung R&D, Innovaccer Analytics, ZS Associates etc. Highest salary offered was INR 58.85 lakhs per annum while the average salary offered to students was INR 11.65 lakhs per annum.
BITS Goa(Mechanical) : Top companies which come for recruitment are Maruti Suzuki, TATA Tech, TATA Steels, Michelin, TCE, Brahmos, TATA Motors, Linde India, DHL, Hero Motocorp etc. More than 90% students get placed every year and salary varies between INR 4 lakhs per annum and INR 11 lakhs per annum.
NIT Srinagar (CSE) : Top companies which come for recruitment are HCL, Byjus, Infosys, Cummins, Skoda, Sagacious IP, Cogoport, Blogvault, BEL, Nutanix and many more. In 2020 highest salary offered was INR 22 lakhs and average salary offered to the students of CSE was INR 13 lakhs per annum.

Infrastructure is good I would say, I have seen couple colleges in Jaipur and compared to that it is quite good. Mess food is good aswell. We have a gym, 2 volleyball courts, 2 basketball courts, football and cricket ground, etc. Swimming pool would have been good but unfortunate their isn't a pool as of now.
College infrastructure is kinda good and i would say its perfect as you dont have to travel a lot to get from one point to another, all the important places are kinda near just in about 300 meters at max.
Infrastructure is great. Management is very much focused on improving academic environment. In the academic area, library, everything is like top-notch but for hostels, canteen and other area it's really bad. Hostels might feel good but canteen is very bad.
