Hey,
I don't think any university/college will allow you to start your course from the third year after having a gap of nearly 10 years. You cannot as such directly enroll on the course as such, be it B.SC IT or any other relevant program. You need to start your course from the beginning and fulfil the curriculum requirement. Certain universities also have set bars and limits for the completion of the degree in a specific duration. So, you need to start your program from the first year itself.

For your TS EAMCET rank, you have chances of getting seat in JNTU or OU but mostly Non-IT branches based on previous year's cut-offs. But cut-offs may differ year by year and can increase or decrease or remain same this year.

--••Number of students appeared in the exam
--••Difficulty level of the exam, etc
So, this year cut-offs may increase or decrease or remain same. You have not mentioned your Caste Category, so I'm considering it as General Category and providing information based on it. So, based on previous year's cut-offs it is difficult to get Computer Science Engineering branch in Osmania University, Hyderabad for your TS EAMCET rank. So, you can try for some other College.

As per your mentioned rank and catagory it seems difficult for you to secure a seat in Vardhman college of engineering as in year 2021 the cutoff for your catagory was 14607 in IT. However you may get IT branch in some other colleges with this rank, I have mentioned few of them here -

First of all congratulations for securing a decent rank in eamcet. To be eligible for free seat/full fee reimbursement in eamcet one should secure a rank 10k or below. As per your rank you are not eligible for free seat. And if we talk about previous year cutoff (2021) for cbit then below mentioned are the only two streams matches with your rank.

Open - 23(male), 1(female)
SC - 83(male), 66(female)
ST - 88(male)

As you might already know that the cut offs are yet to be released. But according to last year, the cutoffs for cse were between 15000 to 20000 (open category). Sorry to say but the you have less chances of getting into top colleges, but if you come under any category then you can give it a try.

You secured a good rank in TS EAMCET and yes you can get a seat in JNTU and also in OU, as per the previous year cutoffs you can get only btech chemical engineering in JNTU and in OU you can get mechanical, ece etc. The cutoffs of JNTU are very high as compare to OU. College is good in terms of infrastructure but it needs to be maintained well and keep up the standards and the trees are not well maintained and they need to focus on basic amenities for phd students and they have to make sure the trees grow well
The college offers a technologically advanced campus with smart classrooms and well-equipped labs. The library is extensive, though more digital resources would be helpful. The sports facilities are excellent.
College was a good one at that time as there are minimal good facilities are there with the better classrooms , labs , sports ground and canteens as there were no hostel facility at my time and all things were well maintained too with good hygienic food was available.
