No, you cannot participate in WBJEE counselling on the basis of your last year's result. Every year, the ranking system and cutoffs change on the basis of several factors like - the no. of students who appeared for exam, the difficulty level of the paper etc. This is why e-counselling is done based on the current year's results.
If you sat for WBJEE 2022 then only you will be eligible for participating in WBJEE counselling 2022.

Well if you have not performed well in your WBJEE exam, then rather than taking admission through management quota, you should prepare for other engineering exams and score good in those. Anyways, if you still wish to go for Haldia institute of technology, you need to consult the agent and it depends how much donation you need to provide for admission in CSE department.
Usually, it may vary from 3-4 Lakhs excluding the college fees, which means you need to pay your college course fees, hostel fees and then the donation which is not a preferrable decision to carry forward. In addition to this, if you are wishing to get a good package then it shall be noted that not many top companies come to hire students here so better you reconsider your decision.

Universities in India have two admission semesters- Spring & autumn.
Spring- January to April.
Autumn- July to November.
You have to apply two months before the months given above.
Government universities in India have different admission criteria. Like they take different exams like JEE Mains for admission and give results according to the performance of the candidate. If you clear the exam only then you will get admission in the respective course.
In private universities, you can also join in between the semesters by giving a particular reason for the delay without scholarships.
College infrastructure is excellent. Classrooms are very good and well maintained also they have provided facilities like laboratories for students and a big library in which all the books are present there. College surrounding is also very good.
Main college has beautiful infrastructure. And it have a library and it have a four canteen and one cafe. It have very big building and it have 60 classrooms. They provide all the essential facilities inside the college.
In my college have a one Gym and one basketball field and football field and one cricket stadium and in my college there are 60 rooms. In my college have 3 canteens one juice corner and my college have very beautiful infrastructure.
