There isn't a formal internal upgrade process at IIT Guwahati after all COAP rounds for changing branches.
COAP (Committee on Applied Sciences Programs) is a centralized allotment system ensuring transparency and fairness. Once you have accepted and frozen your seat, it's unlikely to be reopened for internal upgradation.
IIT Guwahati has a specific number of seats allocated for each program. Upgrading you to Geotechnical Engineering might take away a seat from someone who might have preferred it during COAP.
Contact the Department of Civil Engineering at IIT Guwahati. Explain your situation and inquire if there's any exceptional circumstance where an internal transfer might be possible (highly unlikely but worth a try).
While you can't switch branches now, keep these options in mind for the future After completing your B.Tech in Water Resources Engineering, you can pursue an M.Tech in Geotechnical Engineering at IIT Guwahati or other institutes. This would allow you to specialize in Geotechnical Engineering.

Considering you are having obc-ncl category then I would suggest that you do have chances to get into IIT Guwahati. However there are certain factors such as number of candidates appearing in the examination, previous year cutoffs and difficulty level of the paper.
For IIT Bombay the chances are slim and a bit dicy so I would suggest you to look for other colleges too.

Since these institutions are seen similarly by the public, there is actually no difference between them. While they are comparable in terms of placement, the IIT tag will benefit you in the long run in terms of brand value. In addition, IIT would have significantly greater facilities than NITs.
The fact that so many businesses avoid visiting NIT is another issue. nonetheless, be sure to stop by older IITs. Some businesses, like Qualcomm, launch their R&D profiles in older IITs rather than NITs. As the JEE ADVANCED 2022 is not yet held and hence no rank list has been released by the NTA. so, we can just predict the cutoff based on previous year rank cutoff pattern. Since you are an OBC Candidate, you calim some reservation to get admission in IITs and NITs accordingly.

Undoubtedly IIT Guwahati is a better among the three IITs because it is considered to be among the top 7-8 IITs. So, the cut off for cse branch IIT Guwahati is also under 600-700 so you need to score really good to get the cse branch over there.
The infrastructure and view of IIT Guwahati is just amazing you will enjoy the campus life. I can be rest assured of that.
But the other IITs are not so good with computer science branch and are not considered to be among the top ones. IIT Patna is comparatively a newer IIT.

As a general category student, IIT Guhawati mechanical needs good marks if you want to get there. The marks needs to get there actually depends on the toughness level of the examination, the total marks , quality of the students appearing for it.
If i can give you an example, consider if the total marks of jee advanced is 300-340 approximately then you need to score atleast 150/160+ to get there. The rank for mechanical engineering in this college does not usually go below 4.8k.

Accordingly marks required for this would be approximately 110-115 marks but for remaining on safer side you should be take it as 130+ because marks depends on paper also.

Infrastructure is really good; at most places, you will get Wi-Fi. The library is also excellent. It's very comfortable reading in the library. The classroom is good, facilities are good—everything is good. In the hostel, you will get sufficient washing machines and a water cooler on each floor.
