Rules for Tie Breaking the Final Score (GATE Score or Composite Score) for Ranking
While preparing the rank list for (regular category) admission into MTech/ MDes/ MS(R) Programmes, if two or more candidates scored the same GATE Score or same final Composite score for admission, the following rules shall be followed to determine the inter-se merit:
Firstly, based on the Aggregate/ Total Percentage of Marks obtained in Class 12, the candidate has a higher percentage of marks to be ranked higher.
If the Aggregate/ Total Percentage of Marks obtained in Class 12 does not break the tie, then based on the Aggregate/ Total Percentage of Marks obtained in Class 10, the candidates have a higher percentage of marks to be ranked higher.
If the Aggregate/ Total Percentage of Marks obtained in Class 10 does not break the tie, based on Date of Birth, the candidate senior/ older in age to be ranked higher.
If there is a tie even after this, such candidates will be assigned the same rank.
The candidate must meet IIT Guwahati M.Des eligibility criteria.
The candidate is required to apply, appear and qualify for the CEED.

Professors in IITG are highly talented; every faculty member has completed their Ph.D. The professors can be rude and strict, requiring proper discipline. The course schedule is very hectic. In the first two semesters, the syllabus includes 3 core subjects and 2 elective subjects. In the last two semesters, it includes 2 core subjects, 2 elective subjects, and 1 project. For the first year, the credit pattern is 36+36 credits per semester, and for the last year, it is 44+44 credits per semester. Exams are difficult, with mostly conceptual questions.
As a Msc student, I like the way teachers teach us and share their own life experience. So, quality of teaching is nice. Yes, the curriculum is updated and includes all the recent developments. Yes, if you have worked with focus you will get a decent package.
There isn't a formal internal upgrade process at IIT Guwahati after all COAP rounds for changing branches.
COAP (Committee on Applied Sciences Programs) is a centralized allotment system ensuring transparency and fairness. Once you have accepted and frozen your seat, it's unlikely to be reopened for internal upgradation.
IIT Guwahati has a specific number of seats allocated for each program. Upgrading you to Geotechnical Engineering might take away a seat from someone who might have preferred it during COAP.
Contact the Department of Civil Engineering at IIT Guwahati. Explain your situation and inquire if there's any exceptional circumstance where an internal transfer might be possible (highly unlikely but worth a try).
While you can't switch branches now, keep these options in mind for the future After completing your B.Tech in Water Resources Engineering, you can pursue an M.Tech in Geotechnical Engineering at IIT Guwahati or other institutes. This would allow you to specialize in Geotechnical Engineering.

Considering you are having obc-ncl category then I would suggest that you do have chances to get into IIT Guwahati. However there are certain factors such as number of candidates appearing in the examination, previous year cutoffs and difficulty level of the paper.
For IIT Bombay the chances are slim and a bit dicy so I would suggest you to look for other colleges too.
