see cutoff score changes every year and it depends on various factors like number of participant, questions difficulty level, seat matrix, students category, choice of streams in engineering etc. till now jee main april session is yet to held and if number of candidates larger this time it will have effect on your current score and percentile. Among SSM or IUSM , IUSM is better. It has higher placement in comparison to SSM. It has good infrastructure amd faculties member.

It is definitely not a bad option to do B-Tech from Islamic University of Science and Technology Awantipora. There are other options too, but because you want to study in your home town, it looks like the best option. Otherwise, you could try for colleges and Universities in Delhi/Punjab/townside of Jammu. But of course it's your choice, all the best!

It depends on the college status of admission for this year. Your rank will be very high as per the percentile you have stated. In any way try for some good private college for which you can get an admission as per your qualification. Private colleges are also efficient and competing with the top NIT and IITs. There are lots of students studying in there. they are enough capable to take a fight with a top student. It just matter is your interest and your will.
