NIT is a reputed institution . Therefore the quality of education or the training is going to be good in both the streams . So regardless of the institution, choosing between ECE or EEE depends entirely on your interest and skill sets. But along with it when you consider the future career prospects EEE seems to be a little limited, means to settle in a good/desired position, compared to ECE. Even in terms of college placements , you see ,CSE students are gains the most. The placement offers are mostly from CSE background and the ECE students are allowed to sit for the CSE placements more that EEE students . Only few EEE students make it to the core field. So if campus placement is your focus , go for ECE and improve your coding skills. But if you have keen interest in Electrical field and is confident and hard working , then sure go for it , you can end up well. You will have more government job opportunities.

One thing to remember while pursuing your career in engineering is that you can learn coding and become a software engineer or a developer irrespective of your branch of study. But, computer science and electronics students stand a little higher chance in getting good jobs in the software field. If you are so adamant about getting CSE, then you should look for another college where you can get CSE.
But since you said that you can't drop, you can continue with the materials and metallurgical course and study coding in parallel. Always during first year the subjects are same for all the branches and before getting to second year, you can try for any spot allotment or lateral entry to get ECE or CSE.
The best thing that I would suggest you is to learn coding through the numerous online tutorials and online courses available and earn certificates. Participate in hackathons and do internships. All these record will surely get you a job in the software field irrespective of your branch of study.

If we consider 2020 Rankings, then SPA Delhi is better than NIT Bhopal, rankings are given based on so many important factors. But, if we consider infrastructure, then NIT Bhopal has better Infrastructure.
NIT's are considered most of the time better than SPAs in terms of placements. But whatever you choose, placements will be wholly based on your efforts, skills and performance. Both are topmost colleges, but apart from rank if we take reviews as a consideration, NITs are better.

NIT durgapur and NIT surat are the best among these then NIT bhopal.In terms of placement NIT durgapur is best among these for CSE and mechanical branch.The average package of NIT surat is 7LPA and for NIT durgapur it is 11 LPA for CSE.The average package of NIT bhopal is 7.57 LPA as mentioned on the official site.You can view the statistics here

You have given these 3 options, so it might be the colleges that you would get it seems.
These colleges, i.e. NIT Bhopal, NIT Agartala and NIT Jalandhar. All the 3 NITs are good enough in terms of quality education and moderate placements.
But, at last, you have to decide which one is better for you amongst the three !
You may choose either by means of location , that is, which NIT would you choose, the one that is nearer or the o e which is furthest. Many students leave those NITs which are far away from their home towns.
And the second one being the branch that you want to get into ! That is, which branch would you choose depending upon your interest or want for studying as career guider. I mean metallurgy, or electronic and instrumentation,etc.
So, you would majorly choose between location or branch that you purposely want. Also, see the more information about the college and it's branch on their official website for more details.

The cutoff marks depend on factors like category, number of student applied, ,difficulty level of exam ,seats available etc.
So the cutoff marks required for admission varies every year.
However from previous years citoff marks/ranks you can have the idea about the chances of your admission in current year.
In 2019 the cutoff rank for EWS category for cs branch in mnit Bhopal was
Home state male - 1089
Other state male - 918
Home state female - 1775
Other state female - 1577
As per previous years cutoff it seems little difficult for you to get a CS engineering seat at mnit bhopal.

College Infrastructure is good. As there are many new building have been made, new departments, new hostels which increase the capacity of students , all department and hostel are available with wifi. library is available with all variety of books, smart library is also available, students can go there and learn about anything, MANIT have a very big area and still development of many news things is going on. In department, classroom are very big with a capacity of 150 students for each class, laboratories are available for all subject and we do practical on them. In department you see a clean environment but the area of campus is very big so it is very hard to manage outside are department. In rainy season grass grow in the campus and all campus is become green due to trees and grass.
Hostels are average; they provide LAN and a 3-seater room for first-year students. Now for upcoming students, they are also providing washing machines, which will be very useful for students. Also, there is a laundry system. A man comes every day to take the clothes but it is not free; you have to pay for it.
The ECE Department of MANIT consists of various labs along with the lecture halls. The institute includes special 5G testing labs, which have been recently introduced, along with a special Computer Centre in the ECE department.
